Star Wars has made Luke Skywalker everything that Emperor Palpatine feared about the Jedi, and what they would become. The story of the Jedi Order across the prequel trilogy surprised many fans, as it was brutally honest in how it portrayed the Jedi. Viewers' ideas of what the Jedi should be like based on Star Wars novels and Luke Skywalker himself were contradicted with a complacent, emotionless Jedi Order. This Order participated in the Clone Wars, and even allowed Palpatine to rise up, destroy them, and create an Empire right under their noses. But Skywalker would go on to restore this order, and Luke became what Palpatine feared most.
The Emperor needed the Jedi gone in order the Empire to rise, so he instituted Order 66 and destroyed them all. But in this time not all the Jedi were eliminated, so he established the Imperial Inquisitors to hunt them down. This leads into the plot of Star Wars Rebels, where Vader would appear, and the Inquisitors as fans know them are formally introduced. In the very first scene of the series, Darth Vader communicates to the Grand Inquisitor, their leader, and warns him the Emperor has foreseen the greatest threat to his rule.
Palpatine Feared "The Children Of The Force" The Survivors Of Order 66 During The Dark Times According to Darth Vader, "the Emperor has foreseen a new threat rising against him, the Children of the Force." Based on Rebels, the "Children of the Force" seems to be how Palpatine refers to Force-sensitives born after the fall of the Jedi Order (including the children of Order 66 survivors). This is expanded upon even more because there is an episode of The Clone Wars called exactly that, season 2, episode 3, Children of the Force, which included Force-sensitive infants sought out by Palpatine's forces. These children posed such a huge threat to Palpatine because they weren't under his control. He knew the Jedi were his biggest threat– besides perhaps the Nightsisters – and wanted to prevent their return. But Luke Skywalker was a Child of the Force who survived and even restored the Jedi Order for a new age, thus stopping the Emperor.
